Cyber4All 2.0 builds on the success of its predecessor (Cyber4AllSTAR) to scale and professionalise EDIH services with an AI-first market-driven and sustainability-focused approach.
The project addresses the four pillars of the Digital Europe Programme — TBI/TBB, Skills Development, Access to Finance, and Ecosystem Engagement — with strong emphasis on Cybersecurity, AI, and Compliance. As a second-generation initiative, Cyber4All 2.0 evolves the regional cybersecurity pilot into a multi-faceted digital enablement platform. The consortium, comprising 8 expert organisations (5 returning, 3 newly joined), will support thousands of users, deliver 500+ paid services across 20+ modular formats, and train 300+ professionals, mobilising over €3 million in investments.
Clear partner roles, proven operational readiness, and mature coordination ensure the delivery of our ambitious KPIs. Strategic communication and sustainability management are central to the project, ensuring that our service portfolio remains aligned with market demand, emerging technologies, and EU digital goals.
A strong focus is placed on promotion, structured client journey management, and feedback integration to continuously refine and fairly price services — a reflection of the project’s business maturity and renewed client-centred philosophy. The target groups include R&D SMEs, IT vendors, investors, tech adopters (SMEs/PSOs), other EDIHs, EU ecosystem actors, AI Factories, students, and policymakers.
A key innovation is the integration of AI-based tools across services and internal operations (e.g. CS+AI diagnostics, AI tutored training, sandbox environments, automated EU pathway recommendations). Combined with hybrid delivery modes, this enables cost-effective, scalable support while maintaining personalised client engagement through modular service design. The result is a more capable, sustainable, and strategically integrated Cyber EDIH.
